The Government of Jharkhand has launched the ‘Startup Jharkhand’ initiative to promote sustainable economic growth and generate large scale employment opportunities in the state of Jharkhand. Under Jharkhand Startup Policy 2016, various incubation centres were set up by the state government to promote the growth of at least 1,000 innovate technology-based startups throughout the state. In this article, we look at the “Startup Jharkhand” in detail.
Vision
To provide an enabling environment for the creation of most successful and innovative enterprises in the Jharkhand.
Objectives of the Startup Jharkhand
The objectives of the Startup Jharkhand are listed below:
- To facilitate the growth of at least 1000 innovative technology-based startups throughout the state.
- To create 1,00,000 square feet of incubation space to offer end to end solution for startups.
- To build a fund of funds (FOF) by Public Private Partnership to promote start-ups in the state.
- To create a robust platform for the academia and industry to supplement each other’s effort.
Focus Sector
The ‘Start-Up Jharkhand’ will focus on innovative businesses in the following areas:
- Information Technology (IT), Information Technology Enabled Services (ITES) and Internet of Things (IoT).
- Healthcare Technology
- Renewable and Clean Energy
- Rural Tourism, Water and Sanitation
- Agro and Food, Crafts
- Education
- Electronics Manufacturing and Automation
- Automation around Captive Industries
- Startup focused on social issues
- Rapidly emerging disruptive technologies
Policy Period
The operational period of the start-up scheme is for 5 years. The scheme commences from 1st January 2016 and ceases on 31st December 2021.

Self Certification Assistance
Eligibility Criteria for Assistance
The below following criteria must be satisfied to avail assistance under this startup policy.
- The Startup should be registered in Jharkhand and must have turnover less than Rs.25 Crores, and less than 5 years from its incorporation date.
- The Startup should not hire more than 50 employees.
Benefit Details
The eligible Startups are allowed to file for self-certification under the following Act:
- The Factories Act, 1948
- The Maternity Benefit Act, 1961
- The Payment of Wages Act, 1936
- The Minimum Wages Act, 1948
- The Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959
- The Water (Prevention and Control of Pollution) Act, 1974
- The Jharkhand Shops and Establishments Act, 1953
- The Contract Labour (Regulation and Abolition) Act, 1970
- The Air (Prevention and Control of Pollution) Act, 1981
- The Payment of Gratuity Act, 1972
Incentive for Patent Filing
Eligibility Criteria
The below following criteria must be satisfied to avail incentive for patent filing.
- The Startup should be registered in Jharkhand and must have turnover less than Rs.25 Crores, and less than 5 years from its incorporation date.
- The Startup should not hire more than 50 employees.

Benefit Details
The State Government will fully reimburse the costs incurred by Startups while filing domestic or international patents.
Rental Assistance
Eligibility Criteria
The following conditions must be satisfied to avail assistance against the rental cost.
- The Startup should be registered in Jharkhand and must have turnover less than Rs.25 Crores, and less than 5 years from its incorporation date.
- The Startup should not hire more than 50 employees.
- The office space should be leased in Software Technology Parks of India (STPIs) or IT/multi-purpose SEZs/IT Parks.
Benefit Details
The Jharkhand Government will reimburse 50% of the cost incurred on lease rentals by Startups, who have leased office spaces in STPIs or IT/multi-purpose SEZs/IT Parks, with a maximum limit of Rs. 5 lakhs per year for a period of first three years.
Utility Bill Reimbursement
Eligibility Criteria
The following conditions must be satisfied to avail assistance against the utility bill.
- The Startup should be registered in Jharkhand and must have turnover less than Rs.25 Crores, and less than 5 years from its incorporation date.
- The Startup should not hire more than 50 employees.
Benefit Details
- The State Government will reimburse 30% of the amount paid to the Internet Service Provider and up to Rs. 60,000 per annum on self-certified bills will be provided for 5 years from registration of the Startup.
- The Startup will be reimbursed 30% of the amount paid to Electricity dis-coms and up to Rs. 60,000 per annum on furnishing self-certified bills.
One-Time Idea Grant
Eligibility Criteria
- The Startup should be registered in Jharkhand and must have turnover less than Rs.25 Crores, and less than 5 years from its incorporation date.
- The Startup should not hire more than 50 employees.
Benefit Details
The stipend of Rs. 5000/- per month for up to 3 members of the startup or innovative project will be granted for one year.
Marketing Assistance
Eligibility Criteria
The following conditions must be satisfied to avail assistance against the marketing cost.
- The Startup should be registered in Jharkhand and must have turnover less than Rs.25 Crores, and less than 5 years from its incorporation date.
- The Startup should not hire more than 50 employees.
Benefit Details
The State Government will provide a one-time marketing grant of Rs. 10 lakhs to the eligible startups.
Incentive for the Incubators
The below following are the incentive provided for the incubators are listed below:
Mentoring Assistance
Eligibility Criteria
- The given below conditions must be satisfied by the incubators.
- The incubator needs to mentor at least 20 startups per year, and that has to be approved by the State Evaluation Board (SEB).
Benefit Details
The eligible incubators will be provided with an incentive of Rs.5O lakhs per annum for 5 years.
Performance Assistance
Eligibility Criteria
- Any Private Incubators and Incubation Centres in Higher Education Institutions are eligible to avail assistance for performance.
- The incubator needs to mentor at least 20 startups per year, and that has to be approved by the State Evaluation Board (SEB).
- The incubated startup must have raised series B funding.
Benefit Details
The State Government will provide the special incentive of Rs. 10 lakhs to the eligible Incubators for every successful startup that they have incubated.
Registration Procedure for Startup Jharkhand
To register for ‘Startup Jharkhand’, follow the steps mentioned below:
Visit Official Website of Startup Jharkhand
Step 1: Kindly visit the official website of Startup Jharkhand.
Step 2: Click on Register link which is available on the home page of the portal.
New User Registration
Step 3: Now, the registration form will be displayed, fill with the necessary details as shown below.
Step 4: After registering click on “Get Started” button, then the applicant will be redirected to the login page.
Provide Login Details
Step 5: Provide user name, password and click on the “Log me in“ button.
Application form for Startup
Step 6: Submit your application in a prescribed application form along with the tentative business plan report.
Step 7: Upon submission, the applicant will be provided with an acknowledgement slip for further proceedings.
Note: The application will then be verified at the primary level before forwarding it to the evaluation board. The State Evaluation Board (SEB) will be the final decision making authority for selection.
