Non-Tax Receipt Portal (NTRP) is an online platform established by the Government of India that is mandated to receive all non-tax receipts to the Central Government ministries. The NTRP portal provides one-stop access to all citizens, corporates and other users to make payment of non-tax receipts to the Government. Objectives

The Non-Tax Receipt Portal aims to provide an end to end solution for the complete value chain of non-tax receipts, including the online user interface, payment at the Payment Gateway Aggregator and reconciliation and accounting of receipts by Government Department and Ministries.

Benefits of Non-Tax Receipt Portal

  • The NTRP that objects to save users/citizen from the hassle of going to banks for making drafts and then to Government offices to deposit the same for availing the services.
  • NTRP facilitates instant payment in a transparent environment using online payment technologies such as Internet Banking, Credit and Debit Cards.
  • The online e-payment in a completely secured IT environment will benefit the common users or citizens from the hassle of visiting the bank premises for a copy of drafts, and later to the concerned Government offices to deposit the amount for availing services.
  • It also helps avoidable delays and payment of these instruments into the Government account as well as excrete undesirable practices in the delayed deposit of these instruments into banks. A depositor can make an online payment to the Government using either a Credit/Debit Card or through Net Banking with the Payment Gateway Aggregator (PGA).  
  • The direct and the indirect taxes are collected using the e-payment mode, the Non-tax revenues (NTR) flow mainly through physical instruments like bank draft/cheque/cash.

Target Users

Individuals 
  • These users will do the Payment for various purposes, in return for any service provided by the Government. 
  • The users will also use this gateway to do a donation for several agencies like “Swachh Bharat Kosh”.
  • The users will also use this portal for the Payment of various types of fees, to the Government departments.
Corporate/Commercial Undertaking
  • These users will make the Donation for various agencies like “Swachh Bharat Kosh” and contribute to their Corporate Social Responsibility.
  • These users will do the Payment of various fees to Government, such as Tender fee, Exhibition Fee, License Fee etc.
Ministry/Department of Payments
  • These users will use the NTRP for doing the ministry payments for any of the purposes.

Registration Procedure of NTRP

To register at NTRP, the users will have to undertake the below following steps: Step 1: The user must access the official Non-Tax Receipt Portal (NTRP) to get registered under the portal. Step 2: Click on ‘Register as User’ button that visible on the home page of the portal. Step 3: Upon clicking on the link, the user will be redirected to the registration page. Step 4: Now, the user has to enter a valid mobile number and e-mail ID; click on ‘Send OTP’ button. Step 5: The user needs to fill out all the mandatory details correctly and click on the ‘Submit’ button. The user is required to enter a valid username and password. Step 6: An SMS will be sent to the recorded number confirming the successful sign-up. Step 7: Once the registration process is successful, the user can make payment by clicking on the ‘Make Payment’ option or track payments by clicking on the ‘Track payment’ menu option. The user can also edit the profile details by clicking on the ‘My Profile’ menu option.

User Registration in case of NEFT Transactions

The NEFT/ RTGS based transactions can be performed at the NTRP only if a user registers as an NEFT based user. The users will have to undertake the following steps: Step 1: The user must access the official Non-Tax Receipt Portal (NTRP) to get registered under the portal. Step 2: Click on ‘Register as User’ button that visible on the home page of the portal. Step 3: Upon clicking on the link, the user will be redirected to the registration page. Step 4: The following fields are mandatory that are to be filled by the User to avail the NEFT transaction feature:
  • The NEFT Based Transaction (Depositor will check this checkbox field) 
  • First Name
  • User Name 
  • Password 
  • Confirm Password
  • Select Bank Name
  • Bank Account Number 
  • IFSC Code
Step 5: User will receive a pop-up message as “Successfully Registered”. Step 6: Once the user is registered successfully as an NEFT based user, The user will be able to do NEFT/RTGS based on transactions made through NTRP.

Payment Process of Non-Tax Receipt

  • The user will have to type few characters of the purpose to search and have to click on the Search icon, a new pop up window will resemble and the relevant search results will be displayed at the pop-up window.
  • Upon selection of the purpose, the corresponding PAO and DDO mapped to the chosen purpose are retrieved in the respective dropdown. 
  • The users will have to type the desired Amount and select the payment period/frequency and type his/her remarks.
  • There is no limit for the payment so that the user can enter the maximum permitted amount as per the guidelines ofRBI for online payments. If the selected purpose needs the user to enter an exact value (Tender fee, exam fee etc.), then the system will only accept the exact amount. The Depositor Category, Purpose, Amount and Payment Period/Frequency fields are mandatory.
  • The user needs to click on the Add option to add another purpose or move to the Next button to proceed with the next steps. Upon click ‘Next’ users will be navigated to the Depositor details page. 
  • The user needs to fill out all the mandatory details correctly and have to select the payment method that is defined by a department (PAO) for the purpose. Payment modes that are currently available as follows:
    • Online 
    • Offline (Swift/NEFT/RTGS)
  • If Offline (NEFT/RTGS) payment mode is available for a purpose, then the user needs to click on the “Next” button, and he/she will be navigated to the Payment Page.
  • At the Payment page, the user will click on the desired payment channels, these options have displayed on the webpage as tabs, and users can select either “Net Banking, Debit Card or Credit Card, IMPS or CSC Wallet.
  • The user will type his/her login credentials, enter into the bank’s website and type the amount and click on the Pay button. 
  • If the payment is received successfully by the bank, then the user will be redirected back to the NTRP portal at the Success page. 
  • Now, the user can download GAR 6 (Receipt) from the Success Page.

Track Payment

The users can track their payment through the “Track your Payment”, options on clicking on the link of the transaction reference number to view all the transaction details.
