Death is a common occurrence and losing a family member is an unfortunate event. The situation is dreadful when it comes to losing a family member who is a sole breadwinner of that family. Some may have assets or savings to rely on, but if the death is associated with the people in poverty, they have to confront an emotional as well as a financial breakdown. The situation becomes even worse bringing them down from the index of poor to the poorest. The Ministry of Rural Development of the Government of India decided to protect the security of such victims in the below poverty line category. The Department of Social Justice and Empowerment Welfare Department introduced a scheme named Rashtriya Parivaar Sahayatha Yojana to assist the dependants of the deceased poor. Madhya Pradesh was the first state to implement this National Family Assistance Scheme among many states that have implemented the same.

Features of Rashtriya Parivaar Sahayatha Yojana

Under Rashtriya Parivaar Sahayatha Yojana, the Government offers a financial assistance of Rs.20,000 to the bereaved family to cope up with the sudden loss of the primary household income. As per the scheme, support is rendered irrespective of the cause of death i.e., aid is provided for both natural and unnatural death of the person. The scheme operates for the people belonging to the Below Poverty Line (BPL) category in both urban and rural areas. Another advantage of the scheme is that discrimination on gender-basis is not supported under this scheme i.e., whoever be the major earner, financial support is rendered to the members on their demise. The beneficiary can utilize the fund to pay their outstanding loans and debts or meet the immediate needs.

Eligibility Criteria

To receive benefits from this scheme, the following criteria of eligibility should be compiled:

  1. The person who has died should be the primary earning member of the family.
  2. The deceased person who has been financing the household should be between 18 years and 60 years of age.
  3. The family of the deceased person should be living below the poverty line.

Documents Required

The applicant should furnish the below mentioned documents along with the properly filled application form.

  • Age proof of the person demised (birth certificate, Voter ID)
  • Death certificate of the person
  • Copies of the primary report (FIR) filed by the police in case of unnatural death.
  • Certificate of enrollment in the families of Below Poverty Line
  • Passport size photograph

Offline Process

The applicant should apply for this scheme in prescribed application form together with the essential documents and should submit to Janpad Panchyat /Gram Panchayat for rural Area, Nagar Panchayat/Nagar Nigam/ Nagar Parishad for urban area

Online Process

To apply online the applicant has to visit the official website of Rashtriya Parivaar Sahayatha Yojana. The page displays the login section where the applicant is required to enter the user id and password to get into the application portal. The following procedure remains the same as offline process.

Process of Acceptance

Urban Area: The documents are assess at the the Nagarpalika / Nagar Panchayat where the Commissioner Municipal Corporation or the Chief Municipal Officer is the competent authority. The time limit for providing the service is 30 working days.

Rural Area: The documents are assessed at the Janpad Panchayat where the Chief Executive Officer is the competent authority. The time limit for providing the service is 30 working days.

Note: 

The applicant needs to submit the first appeal to the sub-divisional officer within 30 days from the decision of the office bearer office.

The second appeal has to be submitted to the Collector within 60 days from the decision of the first appeal officer.

The applications are selected by the respective urban and rural bodies and their decision is final.
