Orissa Municipal Corporation Act, 2003

According to Orissa Municipal Corporation Act, any person who enters a business or any other trades such as industries or factories in Odisha has to get prior permission from the respective authority in advance before the commencement of the business.

  • All trades which use motive power to run and to manufacture like, Industries, Factories, Workshops, Power looms, Flour Mills etc.

Dangerous and Offensive Trade License (D&O license)

  • Offensive and dangerous trades like a charcoal depot, the sale of firewood, timber wood, dry clean shops, Dhobi shops, Beauty parlor, Barbershop, Sale of edible oil, storage of ammunition, breweries, manufacture camphor and candles.

Licensing Authority

The Department of Housing & Urban Development, Government of Odisha, issues the trade licenses. Trade License is a certificate which grants permission to carry on the particular trade for which it is issued. It does not confer ownership of property/land or permission for any other activities than for which it is issued.

Validity

Odisha trade license granted under the Orissa Municipal Corporation Act/ will be valid on 31st March of the year in which the license is issued.

Odisha Trade License – Renewal

Every application for renewal of a license under this rules has to be made not less than one month and not more than three months before the earliest day on which such Odisha trade license expires.

Processing Time

Odisha trade license will be issued within 15 days from the date of the application at the concerned Municipal Corporation.

Applicable Fee

Penalty

Contravenes of any provisions of these regulations will be punished; a fine of Rs.200 need to pay. If it the contravention continues, an additional penalty of Rs.30 per day will be deducted.  Rs.20 will be deducted as fine if the violation continues even after a notice from the Commissioner or from the Authorized Officer to discontinue such trade.

  • Three copies of blueprint (if any place to store or selling explosives, timber or any other combustible material will contain a statement showing the boundaries and measurements of such site)
  • Proof of Identity – Pan card, Passport, Driving License, Govt/defense ID Card
  • Proof of Address – Ration Card, Voter ID, Aadhaar Card

  • Owner or Neighbor consent letter

For renewing Odisha trade license, the applicant needs to submit the following documents:

  • Original License copy
  • Previous year fees challan
  • Up to date tax paid receipt

Applying For New Odisha Trade License

Step 1: The person who wishes to undertake any business in Odisha needs to approach the respective municipal corporation where the factory, industry or workplace or business or service intends to be established, for applying for the Odisha Trade license.

Submit an Application

Step 2: The applicant has to furnish an application in the prescribed format along with documents for Odisha Trade license at the Municipal Corporation. The applicant can get application form the respective municipal corporation. The application form costs RS 2.

Step 3: Contact the concerned ward Health Inspector for details of License fees for that particular trade and get his signature. You can also refer to the application fee in the above-given PDF document.

Get acknowledgement slip

Step 4: Once the application has been submitted, an acknowledgement slip with application number will be issued from the office.

Verification by Health inspector

Step 5: The health inspector (HI) along with the junior health authority of the concerned area will inspect the field and verify the conditions whether it matches the relevant rules, standards and safety guidelines.

Step 6: Health inspector will ensure that the peoples are not adversely affected by health hazards and nuisances by the improper carrying of a business.

Note: The inspecting authorities (HI) have the full power to reject the application is found to be guilty and false.

Verification by Secretary

Step 7: Health inspector after inspecting the proposed trade/business premises and submit his field verification report to the secretary. Based on the reports received from the Health Inspector (HI), Municipal corporation secretary decides whether the license is to be granted or not.

Fee Payment

Step 8: If the secretary grants permission, the prescribed license fee as mentioned above have to be paid to the municipal corporation office for issuing Odisha Trade license.

Get Odisha Trade License

Step 9: Once the secretary approves the request and fee have been paid then the Odisha trade license can be obtained from the respective Municipal corporation office. Provide application number and get the Trade License.

Access Odisha ULB Portal

Step 1: Applicant has to access the main page of the Department of Housing & Urban Development, Government of Odisha.

Step 2: From the home page, select trade license option under quick services option.

Step 3: By clicking on this, the link will redirect to the new page, Select the concerned district from the drop-down menu.

Step 4: List of the ULB (Urban Local Bodies) will be displayed, select the appropriate municipality where the trade intends to be established.

Step 5: In the new page, you have to click on Apply Online for Trade License option for proceeding with the application.

Provide Details

Step 6: The trade license application form will be displayed. Provide all necessary details for Odisha trade licence.

Step 8: Once all the required documents are uploaded. Check entered all details such as registration number, certificate type and all other information and provides captcha details. Click on submit.

Step 9: On applying will be redirected to the new page. Take a print out of this receipt along with the application for future reference (fee payment).

Step 10: The submitted online application will be processed by the concerned area Health inspector (HI).

Verification by Health Inspector

Step 11: The health inspector (HI) of the concerned area will inspect the field and verify the conditions whether it matches the relevant rules, standards and safety guidelines.

Step 12: Health inspector will ensure that the peoples are not adversely affected by health hazards and nuisances by the improper carrying of a business.

Step 13: Health inspector will submit the Inspection Report to the Municipal corporation secretary. The secretary will review the inspection report and verifies the documents and Information.

Make Payment

Step 14: If the secretary grants permission, the prescribed license fee as mentioned above has to be paid to the municipal corporation.

Step 15: For trade licence payment, the applicant needs to visit the Odisha online Portal. The applicant can make payment either in Quick pay mode or by logging in as a Citizen User in this portal. For making payment online in Odisha online Portal, the applicant must have the following things in hand to proceed.

  • A valid License number
  • Appropriate fees as per the trade license certificate
  • Details of Debit or Credit Card and Internet Banking

Quick Pay Mode

Step 16: In quick pay mode, there is no need to log in as a registered user. Click on Quick Pay option from the portal.

Step 17: Select Trade License option and provide details of ULB, License number, Mobile number and Email ID. BY clicking on submit, you can make payment.

Payment by Registered User

Step 18: For paying as a registered user, the applicant must have a login or User ID. The new user has to enrol in the portal by providing personal information.

Step 19: Once the applicant got his login/User id, she/he is eligible to avail all the services in Odisha online portal.

Application Status

Step 20: To track the trade application details, the applicant needs to access the ULD Odisha portal. Click on Check Application Status option.

Step 21: In the new page provide details such as Application Number, Application Date, Trader First Name, and Firm Name. By clicking on search, the Odisha trade license application status will be displayed.

Download Trade License

Once the status is completed, the applicant can download trade license from Odisha ULB portal. Click on the payment/print certificate option for a license.

Odisha Trade Licence Renewal Procedure

Odisha trade license needs to be renewed not less than thirty days and not more than ninety days before the earliest day on which such licence expires. The applicant has to apply for trade license renewal in the prescribed format to concerned Municipality Corporation.
