The Ministry of Commerce; the Government of India established the Chemical and Allied Export Promotion Council (CAPEXIL) to promote the export of Chemical-based and Allied Products from India. The primary objective of CAPEXIL is to bring about exports of chemical and allied products to various destinations globally and to provide export assistance to chemical product exporters. The Council, headquartered in Kolkata, works towards boosting the growth of the chemical industry by conducting international trade fairs, exhibitions, and other promotional activities. Vision of CAPEXIL

The Vision of this Council is to catalyze the development and promote India’s export of a broad spectrum of chemical and allied products, stimulating India’s economic growth and helping in employment generation.

Documents Required

The applicant needs to scan and upload the required document per the criteria of CAPEXIL.

For Manufacturer Exporter

  • Import Export Code (IEC) issued by the licensing authority
  • Personal Account Number (PAN)
  • Industrial License / Manufacturing License issued by the licensing authority
  • Self-declaring that the firm is not blocked by any Government Departments or Government Organization

For Merchant Exporter

  • Chartered Accountant’s Certificate mentioning Export Turnover or Domestic Turnover in respect of CAPEXIL’s products for the last two years
  • Import Export Code (IEC) issued by the licensing authority
  • Personal Account Number (PAN)
  • Industrial License / Manufacturing License issued by the licensing authority
  • Self-declaring that the firm is not blacklisted by any Government Departments or Government Organization

Note: The applicant should self-certify all the documents.

Application Procedure for Online RCMC of CAPEXIL

The traders who wish to procure RCMC from CAPEXIL have to follow the guidelines explained here:

The trader must access the official website of the Chemical and Allied Export Promotion Council (CAPEXIL). From the home page, click on the New User registration option. The link will redirect to the RCMC application page.

The applicant must provide the IEC Number and at least the first three characters of the firm’s Name to access the company details on the CAPEXIL website.

Note: The Name of the applicant must match the Name as registered in DGFT while procuring the Import Export Code (IEC).

The applicant must enter the requisite details, such as Company Details, PAN, and IEC Number, in the prescribed Form. After providing the parties, the applicant must click the Register button.

Upload documents

The applicant must upload the required document per the criteria of CAPEXIL.

All the supporting documents and the requisite fee need to be sent to the regional office of CAPEXIL for verification.

Fee Payment

The membership registration payment should be made in Demand Draft, Cheque in favor of CAPEXIL, payable at Kolkata or through RTGS.

Once the applicant furnishes all the details mentioned above, an application number will be generated and informed to the applicant for future correspondence.

Get RCMC

RCMC will be issued from the Regional Office of CAPEXIL situated in New Delhi, Chennai, Kolkata, and Mumbai.

Once the CAPEXIL’s RCMC is issued, an exclusive username and password will be generated and informed to the applicant through the email id provided when filling out the application.

CAPEXIL’s New Automation Membership Application

The Council has launched a Membership Automation web application for better processing of the trade business. The already registered members of CAPEXIL are requested to update the company profile and membership payment details at CAPEXIL’s New Automation Membership Application. The applicant can follow the above-explained procedure to update the details.

DGFT Registration cum Membership Certificate (RCMC)

Earlier, an exporter desiring to obtain an RCMC had to file an application in Form ANF 2C with the Tea Board and declare his mainstream business in the application. The procedure was outlined above for reference.

The Director-General of Foreign Trade (DGFT) has issued a Trade Notice No.35/2021-2022 for Mandatory Electronic filing of Registration Cum Membership Certificate (RCMC) or Registration Certificate (RC) through DGFT Common Digital Platform with effect from 01.04.2022.

With this Trade Notice, DGFT informed that a new Common Digital Platform (DGFT e-RCMC module) for Issuance of RCMC had been developed, which would be single-point access for all exporters & importers. This Common Digital Platform is designed to provide an electronic, contactless single window for the RCMC/RC-related processes, including Applications for Fresh/ Amendment/ Renewal of RCMC/ RC.
