Assistance Scheme to Women for Self-Employment in Himachal Pradesh is launched by Women and Child Development Department of Government of Himachal Pradesh. The objective of introducing this scheme is to empower destitute women. The government provides financial assistance to eligible women to be self-employed. Eligibility Criteria

The eligibility criteria to obtain the Assistance under the Scheme to Women for Self-Employment in Himachal Pradesh is given here:

  • The assistance will be admissible to women and physically disabled person for enabling them to set up their own business, small trades, small industry in order to enable them to earn their livelihood.
  • The assistance will be given to such women or handicapped person whose annual income does not exceed Rs.35ooo from all sources. It shall exclude income from MNREGA.

Purpose of the Scheme

The assistance will be given for establishing Tea stall, Karyana shop, Pan bidi, Cigarettes shops, Stationery Shop, Tea biscuit shop,  Wool, Khadi, Tailor Shop, Embroidery shop, Poultry farm, Maniyari shop and any other income generation activities identified at the local level.

Prescribed Authority

The prescribed authority for the Assistance Scheme to Women for Self-Employment is Women, and Child Development Department of Government of Himachal Pradesh and sanction authority is Deputy Commissioner of the concerned district.

Quantum of Assistance

The maximum limit of assistance for above business ventures will up to Rs.5000 keeping in view the particular purposes as stated above. Note: Government can enhance these rules from time to time.

Application Procedure

The procedure to avail financial assistance under the Scheme to Women for Self-Employment in Himachal Pradesh is explained in detail.

The application for assistance should be made on to the District welfare officer concerned in the prescribed format. Each application should be accompanied by the certificate below the application form.\

Women empowerment

Execution Bond

The beneficiary will have to execute a bond in the name of Governor in the prescribed format with the two sureties to the effect that she will utilise the assistance for the purpose for which it has been sanctioned within the specified period that is six months from the date of payment.

Submission of Proposal

On receipt of an application to the District Welfare Officer will after scrutiny finalise cases within the budget allotment and forward them to Deputy Commissioner who will further examine the proposal and on being satisfied, sanction the same keeping in view the availability of funds. While sending such proposal to the Deputy Commissioner the District Welfare officer will furnish the certificates.

Payments

On receipt of sanction, the amount will be drawn by the District Welfare Officer concerned and paid to the applicant as the case may be after completing the formalities and getting the bonds executed from the applicant.

Inspection

The District Welfare Officer or his representative will inspect at least 50% of beneficiaries each year to see that the assistance is being appropriately utilised in accordance with the rules.

Maintenance of Accounts

The accounts of each grant will be maintained by the District Welfare officer concerned.

Recoveries

In case any beneficiary is found to have not utilized the amount of assistance for the purpose for which it has been advanced, the same will be recoverable with interest at 12% or such rates as may be fixed by the Government from time to time, from him/her of his/her sureties as arrear of Land revenue.
