The government of India has launched Sampoorna Grameen Rozgar Yojana to provide profitable employment and food to the rural poor. Objective of SGSY

The Sampoorna Grameen Rozgar Yojana (SGRY) objectives are described in detail below.

  • Sampoorna Grameen Rozgar programme will be implemented through the Panchayat Raj Institutions (PRIs).
  • The funds and food grains under the scheme will be available for all the three tiers of Panchayat Raj Institutions (PRIs).
    • District Panchayat
    • Intermediate Panchayat
    • Village Panchayat
  • The resources among the District Panchayat, Intermediate Panchayat and Village Panchayat, in a district, will be distributed in the ratio of 20:30:50.
  • Food grains and 5% of the funds under SGRY will be retained in the Ministry for utilising at the time of acute distress arising out of natural calamities or for taking up preventive measures in the flood-affected or chronically drought rural areas.

Beneficiaries of SGSY

SGRY is available for all rural poor who are in need of wage employment.  This program helps the people who desire to do manual and unskilled work in and around his/her village. The Programme is self-targeting in nature. While providing wage employment, preference will be given for following persons.
  • Agricultural wage earners
  • Non-agricultural unskilled wage earners
  • Marginal farmers
  • Persons affected due to calamities
  • Women
  • Members of Scheduled Castes or Scheduled Tribes
  • Parents of child labour withdrawn from hazardous occupations
  • Parents of handicapped children
  • Adult children of handicapped parents who are desirous of working for wage employment

Distribution of Money & Wheat under the SGRY Scheme

Sampoorna Grameen Rozgar Scheme is a centrally sponsored wage Employment Scheme. For this scheme, 75% Cash Component as Central share and 25% as State share. Food grains assistance is provided by the Central Government. Payment of food grains is made by the Ministry of Rural Development to FCI. Transportation and handling charges are paid by the State Government.

Employment and Wages

Under this scheme, a minimum of 5 kg of food grains per labour is provided as part of wages. The balance of the wages is paid in cash. Minimum 25% wages will be paid in cash. Cost of food grains is worked out at BPL rates or APL rates or anywhere between the two by the State government. Works will be taken as per the felt need of the area within available funds.

Special Safeguards for Women and Weaker Sections

Minimum 50% of the funds will be earmarked to the village Panchayat for infrastructure development works in SC/ST localities. As part of this programme, Government is providing 30% of employment opportunities for women. Under this scheme, 22.5% of the annual allocation including food grains allocated both at the district level and intermediate Panchayat level shall be earmarked for the individual group beneficiaries of SC/ST families living below poverty line.

Works under SGRY

All works those results in the creation of durable productive community assets can be taken up under SGRY Programme. Priority is given for following works.
  • Infrastructure support for the Swarnjayanti Gram Swarozgar scheme
  • The infrastructure required for supporting agricultural activities in the Village Panchayat area.
  • Community infrastructure for education including kitchen sheds, health and internal as well as link roads (roads linking the village to the main road, even if it falls outside the Panchayat area).
  • Socio-economic community assets.
  • Desiltation, renovation of traditional village tank or ponds.

Works for SCs/STs of BPL category

As mentioned above, 22.5 % of the resources released to the District Panchayat and Intermediate Panchayat is used for individual or group works for SCs/STs of BPL category. Such works are listed as follows.
  • Development of surplus land, Bhoodan land, Government land.
  • Social forestry works, such as fuelwood and fodder plantations on the private lands belonging to schedule caste or schedule tribe community.
  • Agri-horticulture, horticulture, floriculture, plantation on the private lands belonging to SCs/STs of below poverty line (BPL).
  • Work sheds or infrastructure for any self-employment programme
  • Works related to open irrigation wells or bore-wells for irrigation
  • Pond excavation or re-excavation works
  • Other sustainable income generating assets

Works prohibited under the SGRY

Some of the works are prohibited under Sampoorna Grameen Rozgar Yojana. Following is the list of prohibited works.
  • Buildings for religious purposes such as mosques, temples, churches, gurudwaras
  • Monuments, Memorials statutes, Idols, Arch, Gate or Welcome Gates

  • Black topping of roads

Muster Rolls

Muster rolls are maintained for every work separately. It shows the details of wages paid to workers and details of food grains distributed. The muster rolls are showing the number and details of scheduled castes or scheduled tribes or women and others who have been provided employment.
