Mutation of a property or land is the change of title ownership from one person to another person when a property is sold or transferred. By mutating a property or land, the new owner gets the title of the property recorded on his/her name in the land revenue department, and the government of West Bengal can charge property tax from the rightful owner. The change in title ownership may occur due to reasons such as the death of the original owner and following transfer of the owner due to inheritance or succession. In the case of leased property, the ownership can be transferred through an irrevocable power of attorney. In this article, we look at the procedure for West Bengal land mutation in detail.
Importance of Property Mutation
Property mutation (transfer of title) is a mandatory process in all legal transactions involving the property. By mutating the property, the new owner gets the revenue records in his name. Once the property is mutated, such details will be updated in the revenue records maintained by civic bodies like Municipalities, Panchayat or Municipal Corporations.
- In the time of disputes on land, a land record will be useful as a legal document.
- Mutation document is required to fix the property tax payment liabilities.
- Mutation property is used to prove the ownership of a particular land.
- For selling a property, the landowner has to submit the mutation certificate to the buyer for verification.
- If a property is jointly owned, then the mutation certificate will be in all names of the co-owners.
Types of Mutation
Sale Deed/ Gift Deed
Transfer of property by a sale, gift or hebanama, i.e. the ownership is transferred either by sale or any other means.
Property Exchange Deed
A property exchange deed is a vital document through which one can transfer your property to someone else in exchange for their property. Exchange from one owner to another.
Inheritance or Will Deed
Inheritance deed, from father to son or any other way where the transfer of property/land between genetically related persons.
Documents Required for Mutation Process
Mutation in case of sale of a property
The respective documents are needed to be enclosed in the village office for mutating a property.
- Application for Mutation with a stamp affixed
- Registration deeds (Both current & previous)
- Sale deeds
- Affidavit on stamp paper of requisite value
- Receipt of up-to-date property tax payment
- Ration Card
- Aadhaar Card
Mutation in case of Will or Inheritance
- Death certificate
- Copy of Succession Certificate
- Affidavit on stamp paper
- Receipt of up-to-date property tax payment in case of Power of Attorney
- Copy of Power of Attorney
- Application for Mutation with a stamp affixed
- Registration deeds (Both current & previous)

Concerned Authority
The parties can approach the Offices of the concerned Revenue Inspector and submit the application forms relating to Mutation of the property at the Gram Panchayat level or in the Office of the concerned Block Land and Land Reforms Officer at the Panchayat Samiti level or in the office of a district magistrate of relevant block or district.
Time Frame
The mutation process has to be made within six months from the date of taking possession or assumption of charge if no objection from any person is filed during the proceeding. The certified copy of mutation order can be obtained within five days from the date of application.

Note: The entire amount collected as user charge in mutation cases in the prescribed rate mentioned above will be deposited to the State Government under Head of Account through challan; subsequently finance Department will release a share of the society on a quarterly basis.
Land Mutation Application Procedure – Offline Method
Follow the given step by step procedure for applying Mutation Certificate in West Bengal is in detail below:
Approach Sub-registrar office
Step 1: The applicant can visit the nearest responsible block or sub-registrar office for the complete registration process of the Mutation.
Get Application Form
Step 2: Get the application form from the concerned office and have to fill out an application form in a prescribed format.

Fill Application Form
Step 3: Fill the application form with appropriate details without any mistakes. Provide the given following information in the application form.
- Name and Address of seller
- District
- Taluk and Village
- Survey number of the land (Both old & new to be mentioned)
- Name of buyer
- Other details related to property registration
Step 4: Submit an application form in the prescribed format to the concerned operator, along with all the supporting documents.
Attach Required Documents
Step 5: After applying, the applicant has to attach the specified documents along with the application form.
Step 6: Upon submission, the user will receive the transaction number to the registered mobile number informing the details about the mutation process on successful registration. The application has to make a note on transaction Id to check the status of the application online.
Revenue Officer Verification
Step 7: Sub-registrar officer will forward the request for a Mutation certificate online to the concerned authority.
Step 8: Before sanctioning the Mutation, the authority concerned will satisfy itself that the acquisition in pursuance of which Mutation is sought is not in contravention of any of the provisions of this West Bengal Land Revenue and Land Reforms Rules.
Step 9: Physical verification & measurement of the property will be done based on the Registered Deed. It is to check if there any unresolved disputes with any of the neighbours regarding borders, any other disputes concerning the property.
Step 10: The concerned Department will process the mutation request, and after successful verification, the authorised Government Officer will issue the mutation document.
Get Mutation Document
Step 11: After proper verification of property, the Revenue-officer will change the name of the property from seller to buyer. The buyer can obtain new ROR, and the property details will be updated to the existing ROR. The new owner of the property will have to pay all taxes under the new ROR in his name at the respective office.
Land Mutation Application Procedure – Online Method
In West Bengal, to apply for the Mutation in the state, kindly follow the step by step procedures given:
Step 1: For registering property in West Bengal, visit the official website of Land and Land Reforms and the Refugee Relief and Rehabilitation Department.
Step 2: Click on the “Mutation Application” link under the online application tab on the menu bar.
Step 3: The mutation application form will appear on the screen, as shown below:
Provide Details
Step 4: The applicant will have to fill out the mutation application form in a prescribed format.
The following details will have to be entered into the application.
- Particulars of applicants
- Particulars of transferer
- List of enclosures
- Upload Required Documents
Step 5: Upload all the mandatory documents like a registered deed, legal heir, chain deeds, etc.
Fees Payment method
Upon registration, pay the fee from the Online Application menu and click on the Fees Payment option. Then fill-up the Request Type, Application number, and submit ‘Next’ for payment options.
- If the fees paid through ‘online mode’ (Netbanking and Debit Card option of GRIPS), then the Mutation Case number will be registered immediately.
- If the fees paid through ‘counter payment’ option of GRIPS, then you can verify your payment and Register your case through Application- GRN Search from Online Application option.
Step 6: After successful payment of mutation charges, click on Submit. The mutation application will be forwarded online to the concerned authority.
Acknowledgement Receipt
Step 7: The applicant will receive the acknowledgement slip, note the mutation registration number for future reference.
Step 8: Concerned authority will process the application and after physical verification of land issue Mutation order.
Check Mutation Status
The applicant can check the status of mutation application by visiting the banglarbhumi portal of West Bengal. Click on Know Mutation Status link under the citizen service option from the portal.
The page will redirect to a new page. Provide the following details to know the status of the application.
- District
- Block
- Mouza
- Mutation case number
Provide all the requested details on the portal and click on the submit button to view the West Bengal land mutation details. Take a print of the document, and it can be used for all purposes mentioned above.
Download Mutation Document
To download your mutation document, go to the official web portal banglarbhumi and click on “Application receipt/reprint” option under the service delivery tab on the home page. Then choose the request type and enter the unique application number and click on the ‘Next’ button to download/print Mutation document online.
