What is a GST Concession Certificate?

A GST Concession Certificate is an official document issued by the government to persons with disabilities (PwDs) who have a permanent disability of 40% or more, allowing them to avail concessional GST rates or exemptions when purchasing certain goods, most notably vehicles. This certificate, provided under schemes notified by the Department of Heavy Industries, enables eligible individuals to buy cars or assistive devices at a reduced GST rate (such as 18% instead of the standard 28%) and without additional cess, significantly lowering the cost of ownership and promoting accessibility. To obtain this benefit, the applicant must present the GST Concession Certificate to the seller at the time of purchase, ensuring the concession is applied as per government guidelines.

  • Vehicle Criteria: The vehicle to be purchased must be a car (automatic or manual) with a length not exceeding 4 meters. For petrol, LPG, or CNG vehicles, the engine capacity must not exceed 1200 cc; for diesel vehicles, it must not exceed 1500 cc.

  • Usage Restriction: The vehicle must be registered in the name of the disabled person and used for personal use only. It cannot be used for commercial purposes or transferred/sold for five years from the date of purchase.

  • Identity Proof: Aadhaar card, PAN card, or any other government-issued identity document of the applicant.

  • Address Proof: Recent utility bill, ration card, Aadhaar, or any official document confirming the applicant’s residential address.

  • Passport-size Photograph: Recent passport-size photograph of the applicant.

  • Self-Declaration/Affidavit: A self-declaration or affidavit stating that the applicant has not availed this concession in the last five years and will not sell or transfer the vehicle for five years from the date of purchase, in the prescribed format.

How to Apply for a GST Concession Certificate?

  • Register on the Online Portal: Visit the official Ministry of Heavy Industries GST Exemption Certificate portal. If not already registered, create an account by providing your name, email, mobile number, and Aadhaar number. Complete the OTP verification to activate your account.

  • Login to the Portal: Use your registered email and password to log in to the portal and access your user dashboard.

  • Fill in the Application Form: Complete the online application form with personal details, UDID/disability certificate details, vehicle model, dealer’s name, and RTO where the vehicle will be registered.
