Telangana Occupancy Certificate

Occupancy certificate is an important legal document certifying that the construction of the building is in compliance with the approved plans. In Telangana, occupancy certificate is issued by the Department of Greater Hyderabad Municipal Corporation only if the constructed building is in the appropriate condition for occupancy. In this article, we look at the procedure for obtaining Telangana Occupancy Certificate in detail.

Telangana Building Rules 2012

As per the Provisions of Telangana Building Rules 2012, occupancy certificate is mandatory for all buildings that state the building's compliance with the applicable building codes and other laws.  The sanctioning authority inspects and issues the occupancy certificate.

Occupancy Certificate Vs Completion Certificate

Completion Certificate

Upon completion of the construction, the builder or the developer of the building has to apply for the Completion Certificate to the municipal authority. If the building is constructed as per the building approval plan and if it meets other building standards such as the distance from the road, the height of the building, fixation of rainwater harvesting system, etc., the concerned authority will issue Completion Certificate.

Occupancy Certificate

Once the applicant receives the Completion Certificate, they have to obtain Occupancy Certificate from the municipal authority. Occupancy Certificate states that the building has complied with all the required building standards and revised laws. Occupancy certificate is issued by the local municipal authority or by the department of building proposal that grants no objection to occupy the building under specified use. The Occupancy Certificate is issued only once the construction has been completed in all respects and can be occupied.

Purpose of Obtaining an Occupancy Certificate

There are various reasons for obtaining occupancy certificate, as listed below:
  • Occupancy Certificate is required to claim the Income-tax benefits on your home loan along with the home loan statement.
  • Occupancy Certificate gives legal recognition for occupying a property.
  • Occupancy certificate is mandatory for getting a water connection or sanitary connection or electricity supply connection.
  • Occupancy Certificate is essential when the purchaser applies for a home loan or any other loan against property.
  • Occupancy Certificate is useful at the time of property purchase or property selling.
  • Occupancy Certificate helps an individual to obtain the copy of the registered deed.

Documents Required

The specified documents are to be furnished while submitting the application form of occupancy certificate.
  • Building completion notice to be certified by the Architect, Structural Engineer, Builder / Developer and Owner.
  • Photographs of the building.
  • PDF drawing as per the construction
  • Copy of sanctioned plan (If not pertains to the DPMS),
  • Completion certificate to special conditions while sanctioning building plan
  • Land valuation certificate issued by the Revenue Department (if variations are made to Sanctioned plan).

Online Application Procedure for Occupancy Certificate

To apply  for online occupancy certificate in Telangana, follow the steps mentioned below:

Visit Greater Hyderabad Municipal Corporation portal

Step 1: The applicant has to visit the official website of Greater Hyderabad Municipal Corporation. Step 2: Click on online services option which is displayed on the home page of the portal. Step 3:  Select "Submission of building the application" from the drop-down list. Provide Login Details

Step 4: On the next page, the applicant needs to provide login details such as
  • Username
  • password
Step 5: After entering the login details and then click on the "Login" button. Application for Occupancy Certificate

Step 7: Then the user has to select the Yes/No option for the question "Do you have a DPMS online building permit number". Step 8: If you Select "Yes", enter the DPMS (Online approval) File Number and click on the "Find" button. Step 9: Then the details of the sanctioned file will be captured from the database and displayed in the application form. Step 10: Now check the details displayed and Click on "Save and continue" button.

Complete the Details

Step 11: If the Building Permission is not issued under the Online procedure, fill in the application form with all details. Step 12: After entering the details, check all the filled data and save the page and then the New file Number will be created. Step 13:  Now open the New proposal and select a document option and attach the required documents or Plans. Step 14: The applicant has to ensure that all the information is filled correctly before final submission. Step 15: The file number/ acknowledgement number will be generated and SMS will be sent to a registered mobile number which is entered in the application form for further reference.

Track Application Status

The applicant can check the application in the Submitted Applications folder. Status of the file is automatically updated on the website, and SMS message will be sent on the periodical process of the file, i.e. inspection, shortfall letter/rejection letter, payment of compounding fees intimation letter and Occupancy Certificate. Follow the steps below to track application online. Step 1: Click on "Applicant search" which is present below the login page of the portal. Step 2: Enter your appropriate " File number"  and "Mobile number" and then click on the "Show status" button to track the status of your application. Online Payment Generation

Payment for occupancy certificate can be made online by following the steps specified here. Step 1: Go to the payment page and pay the compounding fees through available online integrated payment gateways. Processing Time

The entire process of providing an occupancy certificate will be completed within fifteen days from the date of application.

Concerned Authority

The technical officer will inspect the site report with the following aspects submitted online. After inspection, the file will be forwarded to the municipal authority for final approval who issues the occupancy certificate to the applicant.
