PAN-Aadhaar Linking Due Date

In June last year, the Government of India had said that Permanent Account Number (PAN) has to be linked with the Adhaar by March 31. The Government on March 31, 2019, extended the deadline for linking PAN with Aadhaar by six months till September 30, 2019, as per the official statement. It is also made clear that with effect from April 1, 2019, it is mandatory to quote and link Aadhaar number while filing income tax returns (ITRs). In this article, we look at the PAN-Aadhaar Linking due date and extension announced by the Government in 2019 in detail.

Latest Update

As per notification on 30th December 2019 from the CBDT, Ministry of Finance (Notification No.107/2019), the deadline for linking PAN & Aadhaar is 31st March 2020. The respective notification cab be found below:

Linking PAN with Aadhaar for Income Tax Filing

  • Linking PAN with Aadhar help increase e-filing of income tax returns.
  • Income tax filings is usually a cumbersome process, and part of the complexity part can be reduced once Aadhaar and PAN are linked.
  • Once the two identities are linked, taxpayers will be relieved of the burden of submitting IT acknowledgement to the Income Tax Department, as the identity of the tax filer would be authenticated using the Aadhaar mechanism.
  • A lot of hassles will be eliminated for the taxpayers and will also reduce costs incurred by the Income Tax Department in areas of compliance and execution like receiving the hard copy returns and reconciling it with e-filed returns.

Aadhaar Mandatory for Income Tax Return Filing

As stated above, CBDT notifies that with effect from 01.04.2019, it is mandatory to quote and link Aadhaar number while filing the return of income, unless specifically exempted.

Intimate Aadhaar number to Income Tax Department

As per the CBDT’s new notification, every person who has been allotted permanent account number (PAN) as on the first day of July and who is eligible to obtain Aadhaar number will have to intimate his/her Aadhaar number to the Principal Director General of Income-tax or Principal Director of Income-tax in the prescribed format and manner by 30th of September. 2019.

Non-Applicability of Notification

Notification will not apply to those persons or such class of persons or any State or part of any State who is specifically excluded under sub-section (3) of section 139AA of the Income Tax Act.

Procedure to Intimating Aadhaar Number to Income Tax

Every person who has been allotted PAN number as on the  July 1st 2017 and who in accordance with the provisions of section 139AA of Income-tax Act is required to link his/her Aadhaar number with PAN.

Procedure for linking Aadhaar Number for PAN holders

The PAN holder can inform the Aadhaar number to following authorities either through online or SMS:

Inform to PAN service providers

The applicant (PAN holder) can inform the Aadhar number to PAN service providers namely MIS NSDL e-Governance Infrastructure Limited (NSDL eGov) or  UTI Infrastructure Technology and Services Limited (UTIITSL)

Through SMS

The Aadhar number can be informed by sending an SMS in a specified format, to specified ‘Shortcode’ and using specified Keyword as given below:

  • Short Code:- 567678 or 56161
  • Keyword:- UIDPAN
  • Format of SMS : Keyword<Space><12 digit Aadhaar><Space><10 digit PAN>

No fee will be levied for this service, but SMS charges may be levied by the mobile operator of the PAN holder.

Through Online Website

The existing PAN holder can intimate the Aadhar number By visiting and filling required information, such as PAN, Aadhaar Number, Name, Date/Year of Birth etc., through the applicable link provided on the official website of either of PAN service provider that is. www.utiitsl.com for UTIITSL or www.tin-nsdl.com for NSDL eGov

Through PAN Service Centre

By visiting designated PAN service centre of the PAN service provider NSDL eGov or UTIITSL, PAN holder can intimate the Aadhar number:

The PAN holder has to fill the prescribed form as provided here, which has to be submitted to the designated PAN service centre.

The application needs to be furnished along with a copy of PAN card, Aadhaar card and prescribed application fee.

PAN holder may authenticate Aadhaar Biometrically on a visit to such PAN service centre. Note: Biometric authentication shall compulsorily be required in cases where there are sufficient mismatches in PAN and Aadhaar data.

Details of designated PAN service centre will be published by PAN service providers on their respective websites, such as www.tin-nsdl.com for NSDL eGov or www.utiitsl.com for UTIITSL.

Informing via an e-Filing system of the Income Tax Department

By visiting and filling required information, PAN, Aadhaar Number, Name, Aadhaar, Date/Year of Birth through the applicable link provided on e-filing portal of the Income Tax Department.

Procedure for Quoting Aadhaar in New PAN Application Process

To get the new PAN, the applicant has to submit the application form in prescribed format. While filing the PAN application form 49A, as per provisions of section 139AA of Income Tax Act, Aadhaar number has to be provided in column 12 or copy of Aadhaar letter will be furnished as proof of Aadhaar Enrolment ID of application.

Note: Only if Aadhaar number is not allotted to the applicant, the EID (which includes date and time of enrolment) for Aadhaar shall be provided.

Once the Aadhaar number is informed to the Income Tax Department, Aadhaar will be linked to PAN after due authentication of the Aadhaar from Unique Identification Authority of India (UIDAI) through available authentication modes, i.e. biometric, demographic, OTP, e-KYC or Multi-factors or as specified by the UIDAI. Aadhaar data will also be matched with PAN data before authentication.

Note: PAN applications or request for linking of Aadhaar with PAN may be rejected if mismatches in Aadhaar and PAN data are observed.

PAN and e-Filing service providers will ensure that the identity information of the Aadhaar holder’s, Demographics as well as Biometric is only used for the submission to the Central Identities Data Repository of the UIDAI for Aadhaar authentication. However, demographic information of Aadhaar will also be sent to the Income Tax Department for linking with PAN.

In cases the name on the Aadhaar card is entirely different from the one mentioned in PAN, then the linkage is likely to fail, and the applicant will have to change their names in either of the two databases, they can personally visit a PAN application centre of UTIITSL or NSDL for biometric Aadhaar authentication.

lIn case of a minor mismatch of PAN and Aadhaar, the Income Tax department will accept it for linkage after verification using a one time password (OTP) sent to your mobile number.
