Khadi Institutions Registration and Certification Seva (KIRCS)
In order to encourage the Khadi industry in the country, the Ministry of MSME through the Khadi and Village Industries Commission (KVIC), has developed an online application system for registering institutions and issuing certificates as ‘Khadi Institutions Registration and Certification Seva’ (KIRCS). This will help in encouraging more number of Khadi Institutions so that the NGOs and entrepreneurs interested in the production and sales activities of Khadi can obtain ‘Khadi Mark’ and ‘Khadi Certificate’ from KVIC and start their necessary Khadi activities.
Schemes under Khadi Institutions Registration and Certification Seva
- Market Promotion Development Assistance (MPDA)
- This is a unified scheme that was made by merging the Market Promotion Market, Development Assistance, Publicity and Marketing. Under the Modified MDA (MMDA) the financial assistance is expected to be at 30% of the Prime Cost and is distributed amongst the Selling Institutions (10%), Artisans (40%) and Producing Institutions (20%). The remaining amount is to be given to improve the performance of Khadi Institutions that are selected through a transparent scorecard.
- Interest Subsidy Eligibility Certificate (ISEC)
- This scheme is providing credits at certain concessional rates of interest through the various Banks as per the needs and requirements of the Khadi institutions. The institutions are required to pay an interest of only 4% and any interest charged by the banks that are over 4% shall be paid by the Government of India through the KVIC to the banks.
- Strengthening the infrastructure of the weak Khadi institutions and providing any required assistance for marketing infrastructure
- The scheme provides the need-based support towards any Khadi sector for nursing the problematic/sick institutions whose sales, production and employment have been declining. Under this scheme, the financial assistance provided is made more efficient cater to the existing weak Khadi Institutions for the renovation of khadi sales outlets for and for the strengthening of their infrastructure.
- Work-shed Scheme for Khadi Artisans provides financial assistance to any khadi artisans belonging to BPL Category for construction of work sheds
- The scheme aims to provide a better workplace for spinners and weavers by providing more working space and storage for housing slivers, raw materials, etc. and improving efficiency and productivity of the spinners through electricity connections for lighting.
Functions of the KIRCS
- Carrying out the Policy matters with regard to Khadi certification.
- Issuing the New Letter of Authority/Khadi Certificates through either/both the online and offline mode.
- The issue of ‘Khadi Mark Registration’ Certificates.
- Ensuring the genuineness and quality of Khadi produced by these Institutions.
- The supervision and guidance under the Zonal Khadi Mark committees & Zonal Certification Committees.
- To cancel/suspend Khadi Mark Certificates or Khadi Certificates as when required.
Eligibility Criteria for Registration & Certification
- Should have registered under the Cooperative Societies/Registered Institution/Partnership Firm/Trust/and the company’s Proprietor/Individual/Person that is fulfilling the norms for taking up Khadi Activities or any other under prevailing Act.
- Should have at least a common building/work shed which has adequate space for carrying out weaving and spinning activities.
- Should have a Minimum of 5 looms and 25 Charkhas to start the Khadi activities.
- Should furnish the list of 5 weavers, 25 spinners, and 2 supervisors.
- Should have copies of documents such as bye-laws/MOA (memorandum of association) etc. that are to be submitted to the State/Divisional office of KVI obtaining an acknowledgement.
Process of Registration and Certification
- Once the prospective Khadi institution has filled online application duly completed with all the requirements, the concerned Divisional/State Offices of KVIC will scrutinise and examine the proposal and will also conduct the physical verification of the institution within the following 28 working days.
- After the verification of all the required conditions approves/provided by the institution for registration, the Divisional/State Offices shall recommend the proposal to the ‘Director Khadi Certification’.
- The Directorate of ‘Khadi Certification’-KVIC, Mumbai will process the CoR (Certificate of Registration) and take the ultimate decision accordingly for the issue of the Khadi Certificate, usually within 15 working days.
- After the approval, a Certificate of Registration (CoR) will be generated online, which can also be downloaded by the applicant Institution for future purposes.

Registration Fee
- Registration of the ‘Khadi Certificate’ is initially for one year.
- It is renewable for a block of five years.
- The prospective ‘Khadi Institution’ that intend to register and get the Khadi Certificate from KVIC, should pay the non-refundable registration fee of Rs.10,000.
Note: The registration process will start only after receiving the registration fee.
