Fire license certifies that a building in which the business is carried out conforms to the fire safety codes. Fire Service Department of the respective State generally issues fire license for which the applicant should meet specific instructions laid down by the Fire Department. The guidelines vary from state to state. In this article, we look at the procedure of obtaining Jharkhand fire license in detail.

Jharkhand Fire Services Act, 2007

Fire Services Act establishes and maintains fire services and related matters of the State. Jharkhand Fire Service Act, 2007 primarily deals with the administrative aspect of imposing a fire safety code to provide for better regulation of firefighting, carrying out firefighting measures, and enforcing fire safety measures in all types of premises, buildings and temporary structures. Since this bill is still pending, currently it depends on Bihar fire safety law.

Jharkhand Fire License

Jharkhand Fire Services is offering fire prevention and safety services to its people under the administration of the Department of Home Jail and Disaster Management. It ensures that all four-storey buildings or all high-rises over 15 meters have proper safety and preventive gadgets and measures under the National Building Code (NBC). All service processes are mandated to be online.

The Directorate of Fire Service provides the following services to obtain Jharkhand fire license .

  1. Advisory for Fire Safety (Pre Construction)
  2. Fire NOC before Occupancy Certificate
  3. Renewal of fire NOC

Advisory for Fire Safety (Pre Construction)

The applicant should apply for Advisory for Fire Safety at pre-construction stage of the building to the respective Urban Local Bodies (ULB) to obtain Jharkhand fire license.

In case, if the building or factory is already constructed or the construction takes place in other areas, the applicant can apply through Single Window System (SWS).

The Licensed Technical Person (LTP) or the applicant himself can apply on Single Window System (SWS).for the following categories of buildings as per National Building Code (NBC) Part 4 type of building:

a) Group A Residential Buildings
b) Group B Educational Buildings
c) Group C Institutional Buildings
d) Group D Assembly Buildings
e) Group E Business Buildings
f) Group F Mercantile Buildings
g) Group G Industrial Buildings
h) Group H Storage Buildings
i) Group J Hazardous Buildings

Documents Required

The documents required for Advisory for Fire Safety (pre-construction) are mentioned below.

  • Soft copy of Map with the Key plan, Site plan, Floor & Elevation Plan-through BPAMS or validated by Architect/Structural Engineer

Note: The site plan file should be uploaded in pdf format that should not exceed the size of 10 MB. The Map should be developed either through BPAMS or architects/structural engineer.

  • Recommendation Letter
  • Any relevant document-issued by Fire Directorate

Timeline

The issuance of Advisory for Fire Safety (pre-construction) certificate extends for a period of 30 days.

Application through BPAMS (Building Plan Approval Management System)

The License Technical Person submits the application for fire advisory through his BPAMS login. The State Fire Officer receives the application request, along with the Site Plan. State Fire Office will forward it to the Fire Station Officer after evaluation. The Fire Station Officer conducts an inspection informing the applicant, JE/ AE. The State Fire Officer receives the inspection report along with the photographs and verifies it with Site Plan to prepare and issue the advisory/ objection report. ‘Fire safety Advisory/ Objection Report’ is submitted by SFO on the portal. The LTP can view and download the advisory report from the dashboard.

Online Application Procedure

The Fire Service Department under the Government of Jharkhand facilitates the application for Advisory for Fire Safety (pre-construction) through its Single Window System (SWS). To apply, the investor or the License Technical Person must be a registered user of SWS.

Step 1: Visit the official website of Jharkhand Single Window System. Click on ‘Approvals’ link in the top navigation.

Step 2: Click on ‘Fire Service Department’ button under ‘Approvals’ section.

Step 3: Click on ‘Click here to apply online’ link to apply for “Advisory for Fire Safety” service.

Step 4: The login page appears. If already registered, enter the login credentials and captcha to enter the portal. In other cases, click New Registration.

For New Registration

  1. Select the user category:- Investor or License Technical Person
  2. Enter the name, email and mobile number and click submit.
  3. Verification will be done by sending an OTP to the provided mobile number and email.
  4. Enter the OTP and click submit.

Step 5: For a fresh application, click on the ‘Apply CAF’ button or Click on the link ‘Click here’ to add the service to an existing CAF (Common Application Form).

Note: Create a single CAF ID and select service to apply one time for one unit • Multiple services can be selected and applied in single CAF (Common Application Form).

Step 6: Enter relevant data on the ‘Manual service selection’ page and select the service as ‘Advisory for Fire Safety’. Click on the ‘Submit’ button.

Step 7: The Advisory for Fire Safety application form appears. Enter the required details, upload the documents and map in pdf format. Click Submit.

Step 8: The State Fire Office receives the application and forwards to the concerned Fire Station Officer.

In case of any objection, the application will be reverted to the applicant. The applicant should reply with clarification after which the SFO will forward the request to the relevant Fire Station Officer.

Step 9: The Fire Station Office will intimate the information of date and contact details through SMS and email to the applicant prior to the inspection.

Step 10: The inspection report will be submitted to the State Fire Officer with 5 photographs.

Step 11: The user can view and download the advisory report from the user’s dashboard to obtain Jharkhand fire license.

Check Status

To check the status of Advisory for Fire Safety (pre-construction), click on the ‘My Account’ after logging in. Click on the respective CAF link of the applied service. If there was an issue with the application submitted or the documents uploaded were wrong or needs correction, the status shows a warning symbol. In other cases, the status will be displayed green. To view or download the certificate, click on the ‘View’ link.

NOC for Fire Services (Pre-Occupancy)

This service is provided during the construction stage of the building to the respective Urban Local Bodies (ULB). To issue the Fire NOC for Jharkhand fire license, the application along with the building plan is forwarded from the concerned ULBs/JIADA.

Documents Required

The following documents must be enclosed to apply for Fire NOC (pre-occupancy).

  • Soft copy of the approved map in PDF file
  • Affidavit
  • Filled checklist

Online Application Procedure

The online application procedure for Fire NOC (pre-occupancy) is same as for Advisory for Fire Safety except for the case, select the service as ‘Fire NOC (pre-occupancy)’.

Renewal of Fire NOC

This service offers for the renewal of the Fire NOC issued. The system will remind the applicant one month/15 days /one day before the expiry of NOC via SMS and mail.

Documents Required:

The following must be uploaded online for the renewal of Fire NOC.

  • Soft copy of the approved map in PDF file
  • Previous year NOC
  • Affidavit
  • Filled Checklist

Timeline:

The time period for the renewal process of Fire NOC extends 30 days.
