Duplicate Learner’s License
No person is allowed to drive motor vehicles in a public area unless he/she has a valid license. If a learner's license is lost, according to the Indian Motor Vehicle Act 1988, the person who lost the learner’s license has to apply for a duplicate Learner’s License. The Duplicate Learner’s License is a document issued by the Ministry of Road Transport and Highways, Government of India. A Duplicate Learner’s License is a copy of existing learner’s license that is issued to a person in case his Learner’s license is stolen, lost, destroyed. RTO offices all across India are given the authority to issue a Duplicate Learner’s License to an individual whose original license is torn, misplaced or stolen. A Duplicate Learner’s License can be issued from the same RTO that issued the original license. If you have lost your Learner’s license, follow the below-mentioned steps at first to get a duplicate one.- Approach to the police station that has jurisdiction over the area where your learner’s license lost.
- Make a complaint that a driving license has lost and got a copy of the First Information Report (FIR).
- Visit the notary office to obtain an affidavit on stamped papers. The affidavit will be a proof that you took an oath before the concerned officer that your license is lost.
Documents Required
The following documents are required to get a Duplicate Learner’s License in India:- Proof of Address: Aadhaar Card, Passport, Ration Card or House agreement
- Proof of Age: Pan card, Birth Certificate, Transfer certificate or 10th Class mark sheet
- Application Fees for Learner’s License
- Medical Certificate – Form 1 which is to be signed by a certified Government doctor

Step 1: Access the home page of the Ministry of Road Transport and Highways (Parivahan web portal). Click on Upload documents option from Sarathi Parivahan home page:

Step 2: Select the radio button Upload Documents to upload the required documents and click on the “Next” button.




Fee Payment
Step 7: Select the Fee Payment option and click on “Next” to continue for fee payment.




Get Duplicate Learner’s License
On verifying the details, the duplicate learner's license will be issued to the applicant. The applicant can print the duplicate learner’s license from the official website of Parivahan. From the home page click on Print License details and then select Print Learners License option. The link will redirect to new page.
