Budget 2022: Government to interlink Udyam, e-Shram, NCS, and ASEEM portals to support MSMEs

During the Union Budget 2022, Finance Minister Nirmala Sitharaman stated that portals such as Udyam, e-Shram, National Career Service (NCS), and Atmanirbhar Skilled Employee-Employer Mapping (ASEEM) would be interconnected.

Once interconnected, it will minimize paperwork and make it easier to obtain information seamlessly. It will also make it easier for banks to get relevant and up-to-date information. Because it has been difficult for everyone to move about owing to Covid, the interlinking will make it easier to locate information about a specific service. Interlinking the portal will allow entrepreneurs to focus more on their businesses.

e-Shram:

The e-Shram portal, developed by the Ministry of Labour and Employment, is designed to generate a nationwide database of unorganized workers seeded with an individual’s Aadhaar number. The information contains names, occupations, addresses, educational qualifications, skill types, and family information, among other things, to better assess their employability and extend the advantages of social security systems to them. It’s the first national database of unorganized workers, such as migrant laborers, construction workers, gig and platform workers, etc.

The objective of e-Shram

The main objective is to create a centralized database of every construction worker, migrant worker, gig and platform worker, street vendor, domestic worker, agriculture worker, etc., which will help to implement the social security services for them and share their information with various stakeholders for delivering the welfare schemes.

The next goal is to make social security and welfare benefits portable for migrant and construction workers and provide a comprehensive database to central and state governments to deal with future national crises.

National Career Service (NCS)

The National Career Service (NCS) is a career service in India run by the Ministry of Labour and Employment of the Indian government. Prime Minister Narendra Modi announced the initiative on July 20, 2015, intending to replace the present statewide system of employment exchanges with IT-enabled Career Centers. The project was given a budget of 1,000 crores (the US $130 million) in 2021. It also distributes information on job openings and the number of registered employers.

State governments manage more than 1,000 employment exchanges across India. The NCS aims to transform these exchanges into IT-enabled career centers that provide a digital platform for job market participants. Youth and student career centers are thus a modified form of employment exchanges designed to meet a broader range of youth and student career-related needs.

Aatamanirbhar Skilled Employee Employer Mapping (ASEEM)

The Ministry of Skill Development and Entrepreneurship (MSDE) has launched the ‘Aatamanirbhar Skilled Employee Employer Mapping (ASEEM)’ portal to help skilled people. This portal will help skilled people to find sustainable livelihood opportunities to improve information flow and bridge the demand-supply gap in the professional workforce market. The AI-based platform is also intended to strengthen their career paths by guiding them through their journeys to acquire industry-relevant skills and explore emerging job opportunities, particularly in the post-COVID era.

Udyam, ASEEM, e-Shram, and NCS support for MSME:

e-Shram was designed to develop a nationwide database of unorganized labor, and Udyam was launched for registering MSMEs. On the other hand, NCS provides online job search, job matching, career counseling, vocational coaching, information on skill development courses, apprenticeships, internships, and other employment-related services. Finally, the ASEEM portal serves as a platform that connects the supply of skilled workers with market demand, allowing adolescents to pursue improved livelihood prospects.
