Uttarakhand Factory Registration
In Uttarakhand, registration of factory is mandatory as per the provisions of the Factory Act, 1948. Factory owners are registering their premises with the district governing authority before the commencement of business. Before issuing a factory license, the approval of the building plan is compulsory for the factory. The Inspector of Labour Commissioner Organisation will grant the factory license after registration of factory. In this article, we view the procedure for registering a factory in Uttarakhand.
The Factories Act, 1948
As per the provisions under the Factories Act, the procedure for registration and license is provided under section 6 are as explained below:
- Classification of factories or business methods of any class has to be proposed to the chief inspector or the respective state government.
- Replacement or increasing of any factory or machinery in specified limits, will not be charged additionally for extension of the factory if involved with safe working space and environmental conditions.
Eligibility Criteria
The below-mentioned factories are expected to request for factory license under the following conditions.
- The factory or establishment is holding ten or more workers employed with the use of power for manufacturing activities.
- The factory or establishment is carrying twenty or more workers employed without the use of electricity for manufacturing activities.
Any other building in a factory should not be constructed, reconstructed, extended or carrying out any manufacturing process in the building built, extended or to work as factory after the date of the enforcement of this rule, until prior permission in writing is obtained from the State Government or the Chief Inspector.

Documents Required for Site Plan Approval
The required documents are to be provided for the approval of your site plan.
- The site plan is drawn with elevation and cross-section of the factory building.
- Certificate of stability(Form-2) duly issued by the component person as authorised by the director of factories.
- Process flow diagram with a brief description of the manufacturing process.
- Questionnaire to form-1.
- No objection certificate of fire.
- No objection certificate of UPPCB.

- No objection certificate from the petroleum department.
- No objection certificate from others.
- Building drawing copy.
- Proof of ownership of factory building premises.

Online Factory Registration Procedure
To register for the factory in the state of Uttarakhand, follow the steps explained below:
Visit the Labor Management Portal
Step 1: The applicant will have to visit the official website of the Labor Act Management System of Uttarakhand Government.
Step 2: Click on “Register now” button which is present on the homepage of the portal.
Provide Login Details
Step 3: On the next screen, two links will be shown already registered and New registration.
Step 4: If already registered as the existing user then select Act name and enter your registration number and click on “Search” button.

Step 5: If the applicant is registering for the first time in the portal then click on new user registration tab.
Step 6: On the next page, the member registration form will appear the applicant has to enter the appropriate details such as
- Act Type
- Name of organisation
- Mobile number
- Organisation Address
- State name
- District name
- Village
- Email Address
- After filing the particulars, the applicant has to click on the “Submit” button.
Factory Registration
Step 7: Then there will be two steps will be for registration under Factories Act
- Site Plan Details Under Factories Act.

Step 8: In the Building Plan Approval Section fill up all the details required such as Factory Name, Factory Type, Address and attach all the required attachments.
Step 9: After filling up all the details click on the Submit button, and the application number is generated which needs to be remembered by the applicant for future reference.
Registration under Factories Act
Step 10: After completing the process of site plan approval, then the applicant can proceed with the next steps, i.e. registration under factory Act.
Step 11: Fill up all the details carefully which includes Occupier’s details, Workers’ details, Power details etc. and upload the required documents.
Proceed to Payment
Step 12: After filling all the details the applicant has to make payment to complete the entire registration process.
Step 13: The application number will be generated after applying and then click on “Proceed to payment” button.
Generation of E-challan
Step 14: The current page will be directed to the E-challan login page the applicant has to enter username and password and then click on “Login” button.
Step 15: Select the service labour and employment from the list of service.
Step 16: Enter the prescribed fee amount from the schedule fee for registration and click on ”Next” button.
Select Bank Name
Step 17: Select the respective bank for making payment, and then the e-Challan will be generated and click on “Submit to the bank” button.
Step 18: The page will be directed to the website of the respective bank and click on the “Confirm” button to make payment for factory registration.
Step 19: The successful message that your online payment status is completed successfully will be displayed, and that can also be taken printout by clicking “Print challan” button.
Track Application
To check the status of your application submitted follow the steps specified here.
Step 1: To track the application submitted online click on “Application submitted” option and enter your application number to check the status of your application.
Step 2: Then the list of application will be displayed from that the applicant can choose the respective application.
Step 3: The approved application list is displayed on the same page, and then the applicant can download the certificate which is approved by clicking on “Download certificate” button.
Renewal of License
The licence of a factory may be renewed by the Inspector for five calendar years at a time, except the Factories carrying on hazardous processes or covered under the Uttarakhand Factories (Control of Industrial Major Accident Hazards) Rules, 1996 which may be renewed for every calendar year at the time, on payment of requisite fee specified in the Schedule under Rule 7.
The application for the renewal of a licence should be requested in Form 4-B and to be submitted to the office of the Inspector on or before the thirty-first day of October, and if the application is so made, the premises should be held to the duly licensed until such date as the Inspector renews the licence.
Transfer of License
The holder of a licence may apply at any time before the expiry of the grant, request for permission to transfer his permit to another person.
Such application should be made to the Chief Inspector, who will approve of the transfer, enter upon the grant, under his signature, an endorsement to the effect that the licence has been transferred to the person named. The prescribed fee of five hundred rupees will be charged on each such application.
The person to whom the licence is so transferred can avail the same powers, and be subject to the same obligations under the licence as the original holder.
