- Marginal farmers must own less than 2.5 acres of farmland.
- Small farmers are eligible if they own between 2.5 to 5 acres of farmland.

Implementation Process
A systematic process is in place for the implementation of the loan waiver. A meeting with bankers, supervised by the Deputy Commissioner, will determine the bank-wise loan waiver amounts. The list will be organized farmer-wise and forwarded to the Director of Agriculture. The waiver amounts will then be distributed to Deputy Commissioners, who will credit the funds directly to the farmers' bank accounts. Marginal farmers will be prioritized, followed by small farmers.
