Extension of Date for e-Filing of Non-Preferential Certificate of Origin (CoO NP)
The Director-General of Foreign Trade (DGFT) has extended the Date for Mandatory electronic filing of Non-Preferential Certificate of Origin (CoO NP) through the Common Digital Platform vides a Trade Notice No. 32/2021-2022 dated 24t
h January 2022. With this notification, DGFT informed that the transition period for mandatory e-filing of Non-Preferential Certificate of Origin has been extended till 31st March 2022. In the meanwhile, the existing systems for submitting and processing non-preferential CoO applications in manual/paper mode are allowed.Non-preferential Certificate of Origin
Non – Preferential Certificate of Origin (CoO NP) states that the goods being exported are not given any preferential tariff treatment and the due duties must be levied upon the goods that are being moved.

The
common digital platform is single-point access for Non-Preferential Certificate of Origin (CoO NP) for all Free Trade Agreements for all agencies and all products. This CoO e-platform is designed to facilitate exporters through a secure, electronic, paperless Certificate of the Origin issuance process. All designated Certificate of Origin issuing agencies are required to work through this portal. DGFT with this Notification announced the various enhancements rolled out in the Common Digital Platform. The following are the new features of the CoO Platform:- Bulk upload of line items from file ( to save efforts on keying-in each item)
- Creation of duplicate/cloned application from an existing application (to save efforts on repetitive entries)
- E-Wallet facility for bulk payments of user charges (to avoid payment gateway interaction in each CoO submission)
- Aadhaar e-sign facility for authentication( in-lieu of Digital Signature Certificates)
Extension of Date for e-Filing of Non-Preferential CoO
DGFT informed that the date for Mandatory electronic filing of Non-Preferential Certificate of Origin (CoO) through the Common Digital Platform is extended to 31st March 2022
- At the request of certain associations, the existing system of manual or paper-based submission and processing of non-preferential CoO applications is being extended further and the online system is not being made mandatory.
- .This option of submission and issuance of Non-Preferential CoO by the issuing agencies through their paper-based systems may continue up to 31st March 2022 or until further orders.
Earlier Extension
Earlier vide a notification dated 15
th November 2021, DGFT announced the extension for Mandatory electronic filing of Non-Preferential Certificate of Origin (CoO) through the Common Digital Platform to 31st January 2022. Now with this notification, DGFT announced that the last date for e-Filing of CoO (Non-Preferential) is 31st mARCH 2022.Manual Submission of GSP CoO applications
- Applications for Non – Preferential Certificate of Origin need to be submitted through the e-CoO platform with effect from 15th April 2021. However, there shall be a transition period for CoO (NP) issuing agencies to onboard this common digital platform.
- Submitting CoO (NP) applications on this online platform shall not be mandatory for the exporters in the immediate.
- The existing procedure of submitting paper CoO applications directly to the designated issuing agency shall also be in operation in parallel.
- Submission and issuance of CoO (NP) by the issuing agencies through their paper-based system may continue up to 31st March 2022 or until further orders.
Important Announcement for Exporter
All Exporters concerned are requested to ensure that they are duly registered onto the electronic platform for
Certificate of Origin (CoO) at the earliest.- The given Non – Preferential Certificate of Origin applications for exports need to be submitted through the e-COO platform to the designated issuing agencies.
- No manual application for such a CoO should be submitted to an issuing agency after 31st March 2022. Any manual applications submitted before the prescribed date may however be processed by the issuing agencies.
Exporters and Issuing Agencies already onboarded are advised to make maximum use of the e-CoO platform for process familiarisation and ease of operations. The issuing agencies are also advised to issue suitable advisories to the members/exporters to register and familiarise with the e-CoO platform before the stated timelines
- All Agencies as notified under Appendix-2E are required to ensure the onboarding exercise is completed latest by 31st March 2022 failing which the agencies shall be de-notified from Appendix 2E.
- The concerned agencies may reach out over email for any guidance or clarifications regarding the on-boarding process
