Procedure and Criteria for Export of Syringes

The Directorate General of Foreign Trade (DGFT) has issued the procedure and criteria for exporting Syringes with or without needle vides a Trade Notice No. 20/2021-2022 dated 5th October 2021.

DGFT also announced the export quota of Syringes with or without needles from October 2021 to January 2022. The exporters are requested to apply for the export license by filling out the application online through the DGFT’s ECOM for Export Authorization (Non-SCOMET Restricted Items). The present article briefs the Procedure and Criteria for the Export of Syringes.

The Gist of DGFT Notification

The DGFT Trade Notice dated 5th October 2021 has outlined the detailed Procedure and Criteria for submitting and approving applications for exporting Syringes with or without needles.

With this notification, the DGFT has amended the Export Policy of Syringes and placed their exports in the Restricted Export Item (Non-SCOMET) category from free earlier. Hence the exporter needs to obtain export authorization from the Government for shipments of Syringes.

Important Announcement to Exporters

  • The DGFT announced that the export quota for Syringes with or without needles had been fixed and shipment will be allowed only based on the export quota.
  • The exporter (only manufacturers of syringes) can apply for export authorization as Non-SCOMET Restricted items.
  • Exporters who have filed an online application for exporting Syringes with or without needles need not apply again.

Export Quota for Syringes

The DGFT has fixed exported export quota for Syringes for October, November, December 2021, and January 2022.

Prescribed Date for Application Submission

  • The application filed for the export of Syringes from the 1st to the 4th of every month (from November 2021 to January 2022)  will only be considered for the issue of export authorization.
  • For October 2021, an online application for the export of syringes with or without needles needs to file between 7th October 2021 to 11th October 2021
  • All applications for the export of Syringes will be processed as per the Handbook Procedure.
  • DGFT also announced that only one application per Import Export Code (IEC) would be considered during the month.

The validity of Export Authorization

Export Authorization’s validity for exporting Syringes with or without needles is one month from the date of the issue.

Criteria for Issuance of Export License

The following eligibility criteria are applicable for the issuance of export licenses for the export of syringes:

  • The firm that applies for the export license should be the manufacturer of Syringes.
  • The required documents for obtaining the Export License are listed as follows:
    • Documentary proof of manufacturing of Syringes.
    • Purchase order or Invoice
    • Import Export Code of the Firm

Note: All documents must be duly self–attested by the authorized person of the Company

Procedure to get the License for Export of Syringes

As mentioned above, the exporter must get the Export Authorization of Non-SCOMET Restricted items by applying DGFT’s ECOM application module. After a successful login to the ECOM application module through Digital Certificate on the DGFT website, the ECOM Reference number will be displayed.

The syringe exporter must upload all supporting documents (refer to above) and provide the following details.

  • Shipment Details
  • Information on products to be exported
  • Foreign Buyer or Consignee details

Once the DGFT accepts the export license request, the export license for the shipment of Syringes will be issued.

Other Conditions to Get Export License

  • All the required documents must be submitted to DGFT and the application to verify the eligibility criteria and issue an export license.
  • Incomplete applications will not be considered for any quota allocation.
  • Any application forwarded through email or submitted outside the timeline specified above will not be considered for the monthly quota.
