The Manipur Land Revenue and Land Reforms Act, 1960 governs the process of land mutation in Manipur. Land mutation is an essential process in all legal transactions involving property. Manipur Land Revenue and Land Reforms Act
As mentioned above, Manipur Land Revenue and Land Reforms Act moderate the process of land mutation in the state. The method of land mutation will be completed on payment of a conversion fee.
Importance of Manipur Land Mutation
Manipur land mutation is one of the crucial processes in all legal transactions involving property or land. As described above, by mutating an area the new owner gets the revenue records on his name. Once the land is mutated, mutation details will be revised in the mutation register further to Manipur revenue records maintained by the State Government. Person Responsible for Reporting Mutation
Any person acquiring property by succession, survivorship, inheritance, partition, purchase, exchange, and gift have to report his acquisition of such right to the competent authority within the prescribed time from the date of such acquisition.
Note: If a person acquiring the right is a minor or otherwise disqualified, his guardian or other person having charge of the property have to report such acquisition.
Time Limit to Report Mutation
The person acquiring the land has to report component authority within three months from the date of such acquisition.
Documents Required for Manipur Land Mutation

Provide Details in Application
Step 2: The applicant, that is the person reporting will have to fill up an application form in a prescribed format. We have here with attached an application for Manipur land mutation process.
Manipur Land Mutation ApplicationNote: The applicant, only need to fill up columns 1 to 7, and other columns will be filled in due course by the officer concerned. The following details will have to be entered in the application. The applicant will also submit the sufficient number of spare copies of the report for intimation to the persons interested.

Step 3: Any person who applies for mutation of name in the record of rights will also state in the report that the lands already held by him or any numbers of his family as the landowner or tenant or mortgagee with possession.
Access Registrar Office
Step 4: Submit the application form along with all required documents to the Registrar office.
Step 5: On submission of mutation application, the accountant will acknowledge receipt of the report by making over the counter-foil duly filled in, signed and dated.
Revenue Officer Verification
Before sanctioning the mutation, the authority concerned will satisfy itself that the acquisition in pursuance of which mutation is sought is not in contravention of any of the provisions of this Manipur Land Revenue and Land Reforms Act.
- Physical verification and measurement of the property will be done based on the Registered Deed.
- The revenue officer will check if there any unresolved disputes with any of the neighbours regarding borders or any other disputes concerning the property.
Intimation about mutation
The land mutation intimation will be issued by sending a copy of the report along with a copy of the entry made.
Acknowledgement of objection
The acknowledgement will be given of the objection in a prescribed format. The format of acknowledgement is reproduced here.
Get Mutation Document
After proper verification of property, the Revenue-officer will update the name of the property from seller to buyer in the Mutation Register. The applicant will be provided with a mutation document, and the property details will be updated to the existing records of rights.
Note: The record of rights may write after every five years or such more extended period as the Sub Deputy Collector may decide after scrutiny of the record.
Online Application for Manipur Land Mutation
E-Form for the certificate of the Manipur land mutation can be filled online as well as Offline. The procedure for applying a Manipur land mutation of land records is described in step by step procedure.
The applicant must be a registered user of the official website of Government of Manipur to access the E-form.
User Registration
Step 1: Access the home page of Manipur Government official portal and click on How to apply option from the main page.
Step 2: If the applicant is a new user for this Manipur Government online portal, click on New User link for registration, it will be redirected to the new page.
Step 3: Provide all necessary details such as login details, private details, and security question. Enter the captcha code and click on submit button. Using the registered username and password proceed with the application for land mutation.

Step 4: The registered user has to click on the ‘Registered User’ option to log in to the portal. By clicking on this, the login page will appear, enter the username and password. The page will be redirected to the application page.
Step 5: The applicant has to click on the “Submit Online” button for filing online e- form or Click on “Submit Offline” button for filling the Offline e-form
Offline e-form
In the offline mode e-form, the applicant can able to save the information and fetch the data whenever required. The applicant can also be able to allocate a security key to secure the details entered.
Step 6: For applying the Manipur land mutation via offline mode, the zip file has to be downloaded to the computer by clicking on the submit offline button.

Step 8: Offline type forms can be submitted only when the applicant comes to online, and when the internet is accessible to them. After checking the entered details, the applicant needs to access the official website and log in to the portal user ID and password for submitting the form.
Online e-form
Online e-form allows the applicant to fill out the form online at once and submit the form after verifying the entered details.
Step 6: By clicking on ‘submit online’ option,’ the applicant can provide details for e-form. Select the concerned district where the application forms to be processed. Provide all the necessary details in the application.
Attach Documents
Step 9: Upload all supporting documents for getting a certified copy of Manipur land mutation.
Note: Attachments or enclosures uploaded by the with the e-form should not exceed a file size of 2 MB.
Transaction ID Generation
Step 10: After providing all essential details and uploading required documents in the e-form in either of the modes, a transaction ID will be generated. This unique ID can be used for future references.
Note: For future communication with department authorities regarding the e-form require this transaction id.
Status of Application
Status of a certified copy of Manipur land mutation application will be updated in any of the following ways:
- The applicant will be announced of the status change in their inbox available in the state portal.
- The applicant can also inquire about the status of the application at the department with the transaction id.
- The applicant will also receive SMS notification on status change.
Collect the Manipur land mutation document
After verification, the revenue officer in the concerned district jurisdiction will issue a document of Manipur land mutation. The document of land mutation can be collected at the department as and when the department notifies the applicant about the service completion with proper verification of original documents if required.

Testing of entries in Mutation Register
Entries in the register of mutations will be tested by the Sub Deputy Collector, and he will certify it.
The new owner of the property will have to pay all taxes under the new ROR in his name at the respective office.
