Export Inspection Agencies provide the following services as per the direction of the Council:
- Certification of quality of export commodities by installing quality assurance systems in the exporting units as well as consignment-wise inspection.
- Certification of quality of food products by installing Food Safety Management Systems in the food processing units as per international standards.
- Issue of various Certificates such as Health, Authenticity and the likes of it to exporters under the different schemes for export products.
- Issue of Certificates of Origin to exporters under various preferential tariff schemes for export commodities.
- Laboratory testing services.
- Training and technical assistance to the industry in installation of Quality and Safety Management Systems in accordance with the required standards, laboratory testing etc.
- Recognition of inspection agencies and laboratories in accordance with the required standards and making use of them for export inspection and testing.

Export Inspection Agencies in Goa
Procedure for Becoming an Export Inspection Agency
If an agency likes to be recognized as an inspection agency for any of the notified commodities, it needs to submit an application to the nearest Export Inspection Agency (EIA). Inspection agencies are located at Chennai, Delhi, Cochin, Kolkata and Mumbai.
The application must be furnished in the prescribed format, accompanied by a fee of Rs.25000, which is not refundable. The application should be submitted along with the required documents pertaining to the activities pursued by the agency, including proof of its legal identity, experience in inspection and quality management systems implemented by it.
A copy of application filed with the particular inspection agency, together with all its enclosures including manuals and copy of payment document will be simultaneously forwarded to EIC, New Delhi.
On receiving the application, the Export Inspection Council (EIC) will examine the application to take a call on its acceptability. If the application is accepted, an application number will be allotted to it and duly acknowledged. In case of any inadequacies, EIC may either call for supplementary information or reject the application by giving reasons for the same in writing with a copy to concerned EIA. The reasons for rejection may be one or more of the following:
- The agency is seeking approval for a commodity under its scope, which is not of interest to EIC in the current scenario.
- The agency doesn’t have sufficient technical capability for the scope that is applied for.
- Incomplete Application.
- Non-submission of the required documents.
- Non-payment of fees.
- The track record of the agency isn’t satisfactory (if it is an application for renewal).
- Any other reason as deemed fit by EIC.
Import Export Code
The Import Export Code is a primary document necessary for commencing Import-export activities. The IE code is to be obtained for exporting or importing goods or services.
