The government provides a caste certificate for certifying officially that a person belongs to a particular caste or community. Residents of Andaman and Nicobar Islands can obtain a Non-Creamy Layer Certificate to avail of the various kinds of facilities from the Government. Under the reservations, the Other Backward Class (OBC) is sub-categorised as Creamy Layer and Non-Creamy Layer based on the annual income of a family.  In this article, we look at the guidelines for obtaining the Andaman and Nicobar Islands Non-Creamy Layer Certificate in detail.

Creamy Layer Vs Non- Creamy Layer Certificate

OBC category is sub-categorised into two: Non-Creamy Layer and Creamy Layer. This is done to exclude socially advanced persons/ sections (Creamy Layer) from the purview of reservation of OBCs. Whether a person is Non-Creamy Layer OBC (NC-OBC) or Creamy Layer depends on the gross income of his/ her parents. There is no consideration of a person or candidate’s income while determining the sub-category (NC or Creamy). If the parent’s income range is above Rs.8 lakhs, the person will come under the Creamy Layer, if the total gross income limit to fall under Rs.8 lakhs per annum for three consecutive years, then a candidate falls under Non-Creamy Layer, and hence it entitles to the benefit of reservation. Creamy Layer is treated equally as General Category and therefore is not appropriate for any of the government-sponsored privileges of the reserved category.

Hence, people belonging to Non-Creamy Layer section has better access to education, employment and sponsors of the government.

Eligibility Criteria

The applicant should fulfil the following conditions of eligibility to obtain the Non-Creamy Layer (NCL) Certificate in the Andaman and Nicobar Islands as listed below:

  • A person belonging to non-creamy layer/OBC should apply for this certificate.
  • A permanent resident of Andaman Nicobar Islands can apply for this certificate.
  • If a husband is working under Central Government, his wife is eligible to apply in the case her parents do not receive any income.
  • If the applicant’s parents employing under Group A services like IAS, IPS, and IFS are not eligible.
  • If the applicant’s parents’ annual income should not exceed Rs.8 lakhs can apply.
  • If the applicant’s parents work under private sectors as a business person, lawyer, doctor, engineer and if their income in more than Rs.8 lakhs per year, then they are not eligible to apply for this certificate.

Required Documents

A person applying for the non-creamy layer certificate  should attach the following documents along with the duly filled application form in Andaman Nicobar Islands, as mentioned below:

  • Applicant’s two passport size photographs.
  • Residence proof.
  • Age proof (Birth certificate, School leaving certificate, Matriculation certificate)
  • Local certificate of the applicant and parents.
  • Pension paper: if parents are a pensioner.
  • Death Certificate, if parents have died.
  • Family income certificate from concerned Tehsildar is needed if the applicant’s parents are not a Government servant and the Pay Certificate (Salary Certificate) is essential if they are Government Servant.
  • A report of Income Tax Returns for the last three years if parents are business people.
  • Family declaration entered in service book/affidavit.
  • Copy of Andaman and Nicobar’s Islander card
  • A recent copy of Form F and map.

Non-Creamy Layer Certificate Issuing Authority in Andaman and Nicobar Islands

In Andaman and Nicobar Islands each tehsil function under Tehsildars with Revenue Inspectors, patwaris and other staffs to maintain the office activities. The applicant should visit the Tehsildars and submit the application form along with the required documents to obtain a Non-Creamy Layer.

Step 1: Visit the home page of Ferrargunj Tehsil of Andaman and Nicobar Islands.

Step 2: Click on “Forms” option which is available on the home page.

Step3: Now, select ” OBC Certificate Form” and download the Non-Creamy Layer Certificate application form in the PDF format.

Step 4: Fill out the application form with appropriate details such as,

  • Full name of the applicant,
  • Residential Address,
  • Islanders Identity Card No,
  • Religion,
  • Occupational Group.

Step 5: After filling the form, submit it to the concerned authority along with the required documents.

Validity

Currently, the validity of Non-Creamy Layer certificate issued by the concerned authority has the validity of one financial year.
